Try I would use MPEG StreamClip, and if that doesn't offer the format you want (I know it has iPod and iPhone, not sure if that's the same as PSP), but if not, then use it to go from DVD to AVI, then use AviDemux, because I know that does a great job for PSP. Those are both free softwares and work amazingly well. MPEG StreamClip creates flawlessly beautiful files from DVD, and AviDemux is the only one I've found that makes movies that will play on my D2.
